You are not paying knowledge workers for the hours in their day. You're paying for their intellectual bandwidth and intellectual contribution to your company goals.

Harping on about hours, hours, hours is a legacy throwback to a world of work that does not apply to this type of worker.

Focus on maximizing impactful contributions from adults whom you trust to regulate their own energy and sense of duty.

If you focus on the clock you're likely to end up with 'half-baked presenteeism' which serves no-one and dramatically lowers output quality (not to mention the impact on your culture).
